hmm. the only thing i can think of is to REALLLY scrub the commode down with something that has no ammonia in it- like natures miracle. he maybe picking up scents and is trying to cover them with "his own." i use pee pads with my puppy and it has been phenomenally easy to train him with those. good luck :]
