That kid is deliberately taunting the yorkie to get it to react.
Who knows the relationship between the two & how much prior taunting has been going on that provokes a reaction from the yorkie towards that kid. Clearly the yorkie as no issue with the man holding the pug.
I don't beileve you can assume anything about the yorkie's general personality based on that clip. But I sure as heck assume an opinion about the parents who raise their children to believe deliberately provoking animals is an acceptable behavior...
