I definitely agree with taking the pup to a certified vet dermatologist. That sounds really serious.

Also check his food. Try foods that are TOTALLY grain free (Blue Buffalo Wilderness, lines of Avoderm, lines of Nature's Recipe and others I'm sure) and also trying foods with different types of protiens. I know some dogs are now allergic to chicken, fish, etc and even some foods will have broths or meals of those foods even if it isn't the same ingredient.
