I've noticed mine do that when they see a bird or squirrel... I definitely believe it's an excitement type of response...

She may have been mistreated or had something dropped on her... best to move slowly to avoid startling her... My Tink is real nervous like that too, but she'll bite first and ask questions later... she has shown a ton of improvement though....
