I would say it is absolutely too cold to take a puppy that small outside. Plus he needs to have his vaccinations before you expose him to the outdoors - there are some pretty nasty diseases he could pick up just being where other sick animals have been.

First think I would suggest is that you take him to a vet for a wellness check. You need to take whatever medical records you received from the (gasp) pet store along - so the vet won't unnecessarily repeat any vaccines he may have had.

And I would suggest you pick a spot in your house where you can live with a potty pad all the time. Unless you're planning to take him outside frequently and guard him until he goes, he's going to need a place inside. These little guys are just to small to be allowed outside unattended -- there are too many predators - including human ones - that can easily snatch them.
