Hello and welcome to YT! It is quite common for yorkies to retain their baby teeth and have a double row of teeth. Vets will normally recommend that you have it done at the time of their spay, thus only having to be put under once. By that time, she may lose some of the teeth on her own. Of my 3, one lost all hers on her own, the next needed 4 pulled, and then came Faith. She had 14 pulled at the time of her spay. Play lots of tug of war type games with your baby and hopefully that will help to loosen some up. Also, chew sticks should help too. Best wishes to you!
