She looks all Yorkie to me.

Size means nothing when trying to determine if a dog is a Silky or a Yorkie. Just like people come in a range of sizes, so do purebred dogs. There are Yorkies that are smaller than average, and also larger than the 7 lbs in the breed standard. The standard just sets out the traits of the ideal Yorkie, but no Yorkie will meet the standard perfectly, some will be much closer to the standard than others.

The stipulation of "7 lbs and under" wouldn't be necessary if they were all under 7 lbs. Just like any other part of the written standard (coloring, temperament, proportions, etc.), there will be Yorkies that don't meet the weight standard and be larger than 7 lbs.
