We do both. I have pee pads inside and she goes outside on walks too. I wanted her to use the pads so if we are traveling she would know to use them but I wanted her to also be able to go outside. I know lot of people whose dogs will only do one or the other. I have one friend who brings pee pads to the park because her dogs won't go on the grass lol.
