There was an article in my local paper about how there is an actual shortage of dogs in the Northeast states, and that in the Southeast and Midwest there is a surplus, so people are paid to transport them to the Northeast where they can be adopted. But since they are paid by the dog, they load as many as they can fit into a truck. It encourages fly-by-night people looking for make a quick buck without caring about the animals' welfare.
