If the yorkie is the product of the maltese or some of the other breeds who began this breed that carried recessive genes for other colors, then yes, even if the yorkies color is the correct blue and tan, it may carry the piebald gene (the maltese is the extreme example of piebald). This color has shown up in litters since the breeds beginning but people today choose to no longer "dispose" of the off colored pups, as was so often done in the earlier days.
