With any drug that would do that, I'd assume the expense (and risk) would be about the same. With just a sedative, restraint would be necessary, risk of the head moving causing injury, etc.
Some of the drugs that put them most of the way out but where they are still slightly with it - not all safe. Gas anesthesia is definitely a good way to go.
