Awwww poor babies this is so sad and hard to understand!!!! Is the transport truck just in it for the money? It couldn't be making but so much, right? Just so sad all around!
Barley was transported to me like this and was in such poor shape when I got him. He was skin and bones, had huge purple testicles from where they neutered him, bad kennel cough, a lump on his neck my vet thought was cancer, so we had them test it, turns out it was an allergic reaction to shots, an ulcer on his eye, a broken canine tooth, ear mites and ear infections, not to mention his ears were all impacted with stuff the vet tech had to flush them...my poor little man. And I paid the "rescue" (K9 Lifesavers of Washington DC) $395 for him.

If you look at all the dogs crates in these photos, this is just from one of the four vans that were there too.....it makes me wonder as the people from the rescue were not very friendly at all. They gave him to me, saying they forgot his shot record and demanded payment.
Thinking back now I think that even then I knew something just wasn't right with the whole situation, but when I seen Barley I knew I had to take him and get him better, and well yall know how he is now
