Does sound like something environmental, an allergen, especially if your pup did not have the problem when you first brought him home and if he is eating the same food. Could be something in the home or outdoors, as Yorkiedaze indicated.
Teething will contribute to "eye boogers" that form at the inner corner of the eye and may run down the side of the snout, but that shouldn't make the sides of the face wet.
