You have nothing to worry about. Nobodies mad at anyone and the only one who might get hurt (emotionally) is this poor dog being shuffled around again.
Fostering (and especially Rescue) is something not to be entered into lightly. It takes a tremendous amount of commitment!
And, although I commend Jen for taking Hope in in the first place, I fault her for not assessing the reality of whether she could feasibly foster from beginning to end as a busy student with two Yorkies already.
If Jen is reading this...I hope "if" Hope is not already surrendered to a reputable rescue group, that you will do so now and let them secure a foster home for her to find that furever home that she deserves!
