I think she means that her yorkie turned one year old a month ago. I've heard some people say that they take their dog's food/water away in the evening (time depending on when the dog usually goes to bed for the night). I am really no help. Personally, I would not take her out and leave her food and water. See if she has an accident and then you'll know if she means business.
