What shampoo and conditioner & brush do you use for your Biewer's stringy, cottony, hard to maintain, matts easily coat????

Right now I am using the light blue Madan brush which helps with does take out mats, but gosh, Reesie's hair is getting hard to upkeep. I have trimmed his hair but he is such a spaz, it's hard. I know I should prob get him groomed, but I want to try myself. I groom my Snickers myself but let's face it, he is calm

!!!

I have tried Buddy Wash & Rinse with minimal success as well as Yorkie Splash & Shine.

I've been hearing a ton about PEK, but my DH will go bananas if I spend $75 on grooming products!!! Yikes!!!
