Yea when I lived there I swear I could not leave my house without rescuing a dog. I remember one time I thought I would just make a quick trip to the grocery store & ended up with 4 stray dogs in my van. I don't know why people have so much trouble keeping their dogs contained there, I never found it diff to do but I felt at times that I was the only one that did.
