I can't answer about time concept, but I know when I go out shopping for the day my dogs won't go out for my husband. I come home and he tells he tried to take them out but they didn't want to go. I just look at them and say "Come on let's go potty, wanna go potty" and they beat me to the door. I think he just doesn't ask right.
