Is she itching all over or just those main areas that you mentioned above? If the insides of her ears are itchy and there is no gunk coming out, then I'd say allergies.
Have drugs ever been tried when this happens to see what kind of relief she can get (steroids, Atopica, antihistamines)? If it is believed to be allergies and you don't want to go the drug route yet, then really an elimination diet is the only thing you can do.
Leaving her on a food she is currently on wouldn't be a true elim. diet. Chicken is very common in dog food. I'd get her off of that for now. Have you tried a hydrolyzed protein diet from the vet?
