Is her skin looking healthy? Could be allergies. Could still be food allergies... (blood testing for food allergies is not considered accurate enough to rely on. there are false positives and negatives). She probably needs an elimination diet for about 12 weeks.

You could potentially give flax in place of fish oil, but that isn't without problems in allergy prone dogs. Many people use coconut oil. No comment on that except I doubt any oil will fix the underlying problem.
