JMO: I would try the distilled water for a little while, but I wouldn't use it long term. I don't believe that is the root of the problem. It's easier to use a warm, wet wash cloth to clean their eyes of a morning and evening. Whatever you decide, I wish you the best.
I was wondering if your vet tested the tears to see if there is an infection or just looked? Just looking isn't always reliable.
