I think it's great! I wish Dalhousie had a plan like that, mind you I have my own so I wouldn't need it, but that the sole reason I bought Harley. I was stressed out and I knew that when I came home from school I'd not be able to be stressed with a fluff ball licking my face.
I have a feeling seeing it is such a prestigious university that they are taking steps to assure the dog's full health and safety. If that isn't true, well then I don't think it's a good idea.
