Unless your smaller one is making signs of distress; I wouldn't intervene either. I have a 15/16 lb Westie (Ringo) and a 5 lb Yorkie and they can both hold their own!
When Lucy was still a puppy, I would make sure Ringo was not too rough with her. But now, she lets him know when she's had enough. And he's older than she so sometimes HE is the one who has had enough.
It sounds like they are playing to me ~ chasing each other all over the place ~ sounds like a fun time!
