Yes you must absoultely go and see the dogs in person with your own eyes, now matter from what breeder. A good breeder will be drilling you with questions and much as you should them. And be prepared for them to tell you that YOU in the end are responsible for the puppy, bc thinking a 10 year old child can be fully responsible for a puppy is foolish thinking. Yes it is a good opportunity for the child to learn responsibility and the proper way to treat animals, but they cannot be solely held responsible for the puppy's training and well being. After the first week or two, be prepared for it to be YOUR dog, not the childs.
