YES! That's exactly how Joey was. I bemoaned the fact that he had a cottony coat when he was a pup because it matted terribly. I had it cut much younger than I had planned because getting out the tangles was pure torture for him AND me. Now, his hair is much softer, finer, and much less prone to tangles. He was a couple of months older than yours when his got better, though.
People told me that a cotton coat couldn't turn into a silky coat and, I guess, you still wouldn't call him "silky", but he's a heck of alot silkier than he used to be!
