That sounds like a really bad day, sending my thoughts her way.
I would definitely insist she sees a doctor. If she acts now she may prevent a lot of pain in her neck. I knew a few people who had been seriously rear-ended (my mom was one of them) and it took a few years to get their neck back to normal because they waited.
Also I used to ride horses (and subsequently get chucked off of them) I always went to the hospital if I sustained a really bad fall when my neck was involved to make sure I didn't pinch any nerves or cause permanent damage.
I also hope her pups turn out to be ok, that news in itself can be stressful, let alone a car accident.
