When I got my pup - they said he had dried poop on his bottom and took him in and washed it off.

But - he had exactly what you described for a week or so. I thought it might be dried poop still there, but it didn't want to be removed very easily, and I thought in case it is a scab or something, I don't want to pull it off.

End result - this all cleared up within a week or so - no problem any longer.
