Usually soft sided bags can be slightly out of the measurements because they will squish a little to fit- but really only slightly- if they are too much bigger and they don't fit totally under the seat, you will most likely be refused from bringing your dog. In cabin dogs must fit under the seat in front of you. Otherwise, you must have them travel as cargo.
