Default Air travel with "teapot" yorkie?

Ok so I am moving from CA to TX and originally I wanted to fly but I see a lot of airlines have you store your dog in a carrier under the seat in front of you. Bag heights are around 8-10"inches and this would certainly squish my 11pound yorkie. Are thier any air lines that let you put the dog in your lap (in carrier) or have larger spaces for them? I wish he could have his own seat. If the airline says 8" high is the tallest but you get a taller soft carrier that can flex to fit under the seat can you use that? Help is appreciated!
