I'm with the ASPCA...and frustrated this is taking so long.
USDA regulations are less than laughable...often pup mill brokers rely on inner state commerce laws to be enforced on them (minimal penalties, small fines, and are usually dismissed) in avoidance of any animal rights violations, and heath code violations etc.
There needs t be uniformity...I can't believe this is still taking so long to go into effect.
