That's partially to do with yes 'congressional zoning' Nor Cal is Santa Rosa North, then there's what many refer to as the Bay or Central CA and then there's So Cal...I think the 'political stance' came from when they were trying to split CA into two states way back in the 70's and again in the early 90's...LA wanted to be their own capital or something...in the state of Southern CA...well as it was explained to me but honestly here it's just a "we exist...way up here" kind of thing LOL...
