Hercules does this anytime I'm in the bathroom. Whether I'm brushing my teeth or trying to get in the shower. He sits on the bath mat and talks to me while I do what I'm in there for and then follows me out. If I manage to go in there without him if he hears the water running he comes running. He doesn't do it with anyone else in the house and if he runs into the bathroom because he hears the water and it isn't me, he leaves.
I don't mind when I'm just brushing my teeth or in the shower, but I'm a bit audience shy when I'm using the restroom. Apparently is does matter if the audience is a puppy. = )
