At 3 1/2 weeks you can offer goats milk equal parts of distilled water and a bit of Karo to lap in a pie pan.....in about another 1/2 week you can begin adding Gerber's rice cereal....when milk teeth begin coming in you can grind up puppy kibble.....and add to the cereal mixture....
Remember everytime you change food to give pups a probiotic such as benebac.....it helps with the good bacteria in the intestines. Don't do too much too soon, their tummies are a bit sensitive...
Also, you must take care to insure that mother's breasts do not explode, so the pups do need to continue to nurse on her.
