When people say this, they mean that once you cut it, it grows, and you need to cut it again. However, but if you let it grow past the point of poking them in the eyes, you no longer need to cut it ever during your grooming sections. It will look the same as if you had never cut it, you don't damage it by cutting it, and you are just setting yourself up for monthly upkeep.
