Here is a link to a Sticky article about puppymill rescues. I would do the tethering to help train him. When he goes outside you need to take him out just long enough to potty and bring him back in. The outside can be over stimulating and sometimes they will forget the mission. Thank you for rescuing and giving your heart and home to Oliver.
