I'm not crazy about the whole 'tethering' thing - but that's just me. You do need to limit his free space when you can't watch him constantly. What about an xpen as opposed to a crate?
Take him outside every couple of hours and stay there with him. When he finally goes - PRAISE PRAISE PRAISE - with some excellent, yummy treats (his very favorite) that he does not normally get. Both of these things should happen the MINUTE he finishes his business.
In two weeks, I'll bet he will be trained.
