Hi: No, it doesn't mean she's mixed, lots of people have Yorkies whose ears never come up. I have a Yorkie whose ears didn't go up until she was 11 months old and that was after many months of taping. There are some Yorkies who ears will never go up no matter what you do.. either way they are still cute. Maybe all they need is a little help, try taping them and see what happens.
