I'm sorry....there is a way to toss a dog a couple feet away, with your foot...(an aggressive one), and not harm it one iota....and there is kicking. To cause an injury like taking an eye out is way above & beyond. For one who is truly scared of the animal coming at them, the first instinct is to get them away, not hurt them.
This sounds to me like a person had a bad day, & kicked...HARD!
