I had that same problem. I started out with a size 4, and she needed it on the last hole, so I got a 3.5 and she wears it on the second to last hole but when I got the 3 to try on her it would fit on the 4th hole but the legs holes were SO tiny
So we stuck with a 3.5.
It would be so mush easier to try them on if like PetSmart or something carried them
Rather than buy them online and return them when they don't fit
