One of the first things one would tell you, is that he may need
more exercise before bedtime. But, you say you do that.

I'm sorta against recommending removing his Water, but, on the
"extra" trips outside, is he actually doing anything (pee/poop) ?
If not, then he's just trying to do something out of boredom.

A possibility is getting a Doggy Door, or, setting up an ok area
inside, where he can potty, or maybe more toys to keep him
busy until he gets sleepy again.
