I hear ya
My Zach does the same thing
My Mike is perfectly fine with other dogs
My Zach unfortunately is completely unreliable around other strange dogs and I never let him off leash when they are around
I have had a trainer look at him and it comes from a number of things
He was nipped by another yorkie when he was a pup

Hear that? People who let their dogs roam?

And the fact that he is a very sensitive little guy
He reacts to everything sights sounds ... Everything

It all comes down to me getting him accustomed to having other dogs iaround him
Sometimes he is good other times..... Yikes
