I have one of each: Teddy can pass any dog, Max picks and chooses. I worked hard on socializing him, but there are some dogs we cannot safely meet. Max has decided that the dogs we cannot meet must be a threat and must be barked at.
The turning around doesn't help us because we would end up walking with the other dog. I know what you mean about trying to drag your Yorkie off the opposite direction. Max will sometimes walk backwards on his hind feet and bark until the other dog is out of sight.
