Anybody CAN sue, but that doesn't mean that they should sue or even that they have a case.
We are only getting the story from one side, but even based on the OP's version, her dog (tragically) wasn't completely under her control even though it was on a leash. There is plenty of blame to go around for all involved.
I'm not even sure about the other person being responsible for half of the vet bills. According to the OP, "He died as soon as I touched him to try to soothe him." If he was already dead, I don't see the point in bringing him to a vet and incurring a vet bill, that doesn't make any sense to me. She didn't pay anything for the dog, so there are no monetary damages that can be documented in a court of law. And they will require original documentation on what was actually paid by the claimant .... if none exists, they will ignore that part of the claim.
Now the tragedy of losing a pet to a freak accident, I am truly sorry about that. So heartbreaking.
