Got my Yorkie at 8 weeks - ears were up and then they went down - went back up and back down. Finally, I trimmed the hair off around the outside of his ears. Apparently this helped because his ears went back up and have been up every since. Removing any hair from the ears removes weight, and this helps them go back up and stay up.
