I keep a collar on Jackson 24/7 with ID tags. It's not worth the risk to me to not have one on. Maybe if I lived by myself, but I live with others and if by chance a door got opened, or he got loose, etc, I want him to have his collar on. He is microchipped also for an added layer of security but not everyone even knows about microchips and I think it's much easier to have a collar with ID on. My family, growing up, returned countless dogs back to their owners within minutes because of a collar/ID. I recently had a stray dog come to my house and I returned him to his owner within 30 minutes because I dialed the number on the tag quickly. I was on my way out the door so would not have had time to take him to the vet to scan him, etc right away so he would have sat in a crate while I went to class for a few hours and then when I got home I would have been able to take him... but still, that could seem like an eternity to an owner who is missing their dogs.
He does wear a harness always for walks/potty breaks/etc but I don't see how keeping a harness with tags on all day long is ANY safer than keeping a collar on.... harnesses can get hung up on just as many things as a collar, and they seem like they'd be a lot more uncomfortable to keep on all day. Jackson usually sleeps "naked" and I do that simply for comfort... so I'll take collar off for bedtime a lot of times but right back on it goes in the AM!
