27 cm is about 10 1/2 inches and is a very average size for a yorkie. how much does he weigh now?? I would be looking into another vet as well. Or at least go back to him or call him and explain your concerns and see if he maybe made a mistake. If not, then I would look for someone else. I see you are in the UK.. do they have animal nutritionists there? you can also ask your vet to refer you to one if he will.
