It is just to hard to guess but if you are already using a Kotex and she still is going that much I think I would be concerned. I can't remember how much she weighs but it sure seems like she is peeing more than she should but I don't know how much she is peeing outside for you and I don't know anything about a dog in heat and if this is normal.
