I know the guilty feeling you are experiencing. We had to re-home Hazel a couple of months after we purchased her because of her constant bullying of Sophie. Sophie is happier and Hazel too has a great new home where she is the only dog and spoiled like one. We know she is happy and that eased our guilt considerably. Sometimes it's in the best interest of all concerned.
