I have a collar on my yorkie. He keeps it on all the time this is for identification purposes. I do have a harness for walking etc, but my yorkie often times will wiggle out of it.
If your dog has a collapsed trachea it is advised that you get a harness for walking so there is no stress on the neck. But I always keep a collar on for id, rabies, microchip tags etc.
