If someone has a tiny (under 5 lb) unspayed female and a intact male living in the same household the result is not an accident. It's pretty obvious what the result is going to be eventually. I really have to assume that breeding was the plan eventually and the only accident was the timing. It's pretty hard to forget to get a dog fixed if it has regular vet care. Vet's are very quick to recommend spaying and neutering and even send reminders if you don't do it by 6 months!
